Arrange to spend the day together and make it really special by doing something memorable. Go on a hike, or romantic walk, somewhere special. Make it a long one and take a picnic with you. Remember to take your camera and snap some romantic pictures, they can be used to make great low cost gifts at a later date. (I'm thinking photo key rings and small framed prints).
Write him a poem in his birthday card. Or if you're not too confident with this, search the web and use some-one else's poem, he'll never know!
Cook him his favourite meal, candle lit of course with a bottle of fizz (doesn't need to be champagne, cava is great too)
As to a gift? Well I think a wallet is a great idea, personal and practical. Put in a photo of you before you give it to him, for that extra romantic touch

Wow, you're Dad's a lucky guy! Have you thought I've making a scrap book or birthday book for your Dad? Fill it with picture or photo's of your family life. Write some of your special memories in it. Write a top 10 list of 'why I love you'. You can include some really sweet reasons such as his hugs make you feel so safe, but maybe some funny ones like, he's annoying usually right! Have a T-shirt printed with a photo of you both on it and caption that says 'I love you Dad'

How about a giant game of hide and seek! This is all the rage at our local shopping mal.
Split into 2 teams, one team hides and the other one seeks. The first team have 15 minutes to hide from lifts to shop fitting rooms, behind clothes rails to wc's! The second team have to find them, when a person is found they join the finders team. Every-one keeps in touch by mobile phone.
It's great fun and free! You can ask every-one to bring a small amount of cash with them so you can go for a burger or pizza after the game. Don't forget to take lots of pictures or video.
